Implementation Committee
What is the Implementation Committee?
The Implementation Committee's purpose is to co-ordinate, oversee and monitor the process of implementing the terms of the final settlement agreement. It ensures the commitments made by the parties to the settlement agreement are met as effectively and efficiently as possible.
The Implementation Committee's main tasks include ensuring the following are accomplished:
- the financial and land elements of compensation are transferred;
- the new reserve is created;
- interests affected by the expansion of the reserve are addressed e.g. through permits, relocations, etc. as negotiated in the settlement agreement;
- any other issues which may arise during implementation are addressed.
The Implementation Committee will also have involvement in co-ordinating other processes related to the settlement agreement, such as the creation of the new waterway class park, planning for the Shiningwood Bay community site and managing interim uses of the settlement lands before they become reserve.
Who will be on the Implementation Committee?
Members of the Implementation Committee will be appointed by the Temagami Aboriginal community, Canada and Ontario upon the signing of the settlement agreement. The Implementation Committee is a technical committee whose role is to facilitate the implementation of the terms of the negotiated settlement agreement. Therefore, only the parties to the agreement will be represented.
The Implementation Committee will be supported by an implementation co-ordinator, hired by the Ontario Native Affairs Secretariat. The co-ordinator may have an office in Temagami for the first five years of the implementation process, which is when most of the activity will take place.
Additional resource people may also become involved at different points in the implementation process, depending on the nature of the task to be completed; e.g. the Ontario Ministry of Natural Resources will have a role related to tasks associated with the transfer of provincial Crown land.
The Municipality of Temagami will be invited to participate on the Implementation Committee as an observer.
How long will the Implementation Committee function?
The Implementation Committee will operate until all of the terms of the settlement agreement are carried out. It is anticipated that this will take approximately 10 years from the time that the settlement agreement is signed until the agreement is fully implemented.
What involvement will the public have?
The public will be invited to contact implementation representatives, including the implementation co-ordinator, to discuss any questions or concerns related to the implementation process.
There will be regular public updates on the progress of implementation.
